One thing you might want to keep in mind, I'm pretty sure Ari is under NDA and has seen the 4E rules already, so he might just know what he's talking about.
Not to mention Rodney's post on the first page of this thread that pretty much says that there are specific baseline guidelines.
I have a feeling that we may be seeing some stuff that needs to be cleaned up in an editing pass. It seems like we have to different passages that aren't quite in sync yet.
Decipher Script is one of the skills called out in Races & Classes as being too narrow and folded into another skill, so I doubt that will be around as a separate skill. Out of the skills in your list, I would probably combine it with Arcana.
I have to say I like the way the new gnome is depicted. Giving them ties to the fey is going to lead to them having a more solid niche, and should distinguish them from the other races in a way that previous versions don't do as great a job of.

I like the idea of giving the players something physical to remind them of their goals. I already hand out index cards to represent magic items and other gear, so I think the addition of quest cards should work quite nicely in my games.
