It's an attack action, since it's an attack. Just like the druid spell it's loosely based off of, since you're using it like a weapon. It also means you can use itterative attacks to fire off multiples.

With the one use droping the durration, it seems much more like a L1 spell. I was fine with it as an L2 that didn't expire with each use..

Should be 400 craft points. Craft points are determined by the base cost, not the crafting cost.

Might not be a bad option to add it to a req to any of these advanced degrees. But the basic stuff you don't need it for. (Graduate is fairly basic)

You could change the range to 120, though it might be better at it's current incarnation and as a lower level spell even. The druid version is level one, and this is positive energy, not fire, so it only hurts undead.
