    Proficiencies in 4th Ed give you bonuses, rather than allowing you to just use the weapon without penalty. Entirely possible Fighter gets proficiency and thus a bonus in these weapons, or maybe both Dwarf AND Fighter get Proficiency and they stack? They might not have Weapon Focus anymore...
