    Yep. Finesse allows either DEX or STR to be used. Also note that Darts can be used to make a melee attack without disadvantage since they do not have the Ammunition property.

    The assumption being that Bonus Actions can only be taken once Initiative has been rolled? So Misty Step cannot be cast unless Initiative has been rolled, also? I have not seen anything in the rules that support this.

    The Half-elf gets +2 CHA, +1 to two stats, 2 skills, Darkvision, Fey Ancestry, and 2 languages. Your Human subraces need something more, though I would steer clear of expertise. Maybe racial/cultural weapon proficiencies?
