The forest gnome is in the MM (under the gnome; you have to read carefully, it's tucked away). That one would be ECL +1.

That's an Encounter Level Calculator (ELC, not ECL). ;)

There are two obvious ways of doing this. The one described above (using total HD) and by starting fresh anew (using class levels only; starting with a feat at 1st level). Either works fine, IMHO.

+2 sounds about right. ;)

Just to confuse matters more, my calculations came out at +4, IIRC, and the +6 was included because it was the official value (as are all the original DMG values). I agree with Knight Otu that a +4 is penalty enough (compare it to the +5 Ogre, for instance).
