While I see some similarities with HER0, it seems to me that M&M was more heavily influenced by DC Heroes, particularly in the way powers are constructed.

I'm actually not trying to be contrary. I'd just go a step further and say to completely ignore the "revised" rules for wild shape, polymorph, alter self, etc. Use your own judgement, as that of WOTC seems to be seriously impaired regarding this subject.

Actually that's a pretty good explanation for negative levels. It doesn't work very well for the permanent "level drain" aspect. [I see above that you don't use that, however.]
