    Doesn't the transmuter specialist have a feature that lets them cast this spell on themselves for free? (I don't have my PHB yet). If so, then it wasn't primarily meant for offensive use.

    The way it is now, picking ray of frost, fire bolt or shocking grasp are inferior choices. So intentional or not, it was still a poor design choice. Look at the empowered evocation ability. That makes picking evocation spells a better choice for the evoker than picking spells from other schools...

    I can understand why people would be annoyed if a player was exploiting the rules to make an overpowered character, but using a spell as written and intended is not what I'd call a personality problem.

A cleric is still limited to preparing a limited number of spells at a time, no matter how many may happen to be on his list.     Why? There's nothing in the spell that states that what you gate in has to be evil. You could gate in angels, elementals, or anything else that's from another plane.
