Thats a pretty indirect and coincidental argument. If somebody has the first strike on round 17 when both opponents only have 1 hp left I would say that was almost entirely luck. It would be almost impossible to plan something like that out on the first round.

I started the pcs in a prison, and had the adventure start with them reaching through the bars and snaping the guards neck. The whole prison situation is a little cliche, I admit, but it worked.
