    Shields useless for non-fighters?

Consider, also, that using a shield doesn't decrease your offense by very much, assuming you're willing to spend a feat on bastard sword proficiency. (And as feats go, it's a very good pick.)

using a weapon 1 handed vs. 2 handed

It's not the size that counts, it's how you use it!

A couple of quick rule questions.

This should read "if the ability that hits them is an interrupt, and would cause a change..." That's why people were confused.

"Frost Mage" - Is this a good idea ?

The Spiral Tower path lets you use your longsword as an implement, so a power only needs the implement keyword for the sword's effect to be applicable.

"Frost Mage" - Is this a good idea ?

It looks to me like if you take the Spiral Tower paragon path, and get yourself a frost longsword, then you can make any wizard spell a cold spell.

    Foreshadowing the monk?

I like generalhenry's observation - I would see it as a monk's answer to sneak attack, hunter's quarry, and warlock's curse. Instead of extra damage as a rider on their regular attacks, monks get to make an extra low-damage attack each turn. It could even be a free action with a once-per-round...

    You gain an action point

Cool! That's what I'd do too. I just wish more people would admit they're interpreting the rule as they think it's intended, or as they think would be most balanced or most fun, and not try to legalistically twist words to pretend that what is written is the same as what they think should be...

Rolling to Hit: A Sacred Cow that should have been slain?

I haven't played WoW in a couple years, but I recall quite a lot of missed attacks and resisted spells when I did. So I have no idea what the WoW comparison is about. What I thought of when I saw this thread was the Street Fighter RPG from White Wolf, which despite its cheesiness honestly had...

Owlbears are Fey?!? Cold Iron is gone?

Take sword. Stab owlbear. See owlbear lose hit points. There's your "vulnerability to cold iron". :p

Evil Paladins: How will they be handled?

This is my favorite approach, except for the Raven Queen I use the pale red glow of a setting sun. The UV idea is interesting, though...

Why are Magic Items listed in the PHB?

Since players can make items, it's reasonable for the items to be in PHB. You shouldn't have to reference the DMG to find out what an ability on your character sheet can do. So, you don't like that players can make items. You'll have to make a houserule discouraging or forbidding it, just...

Evil Paladins: How will they be handled?

I see no reason why evil paladins and clerics shouldn't use radiant damage. Just, y'know, don't describe it as shiny happy gold and white light. Though I really wish there wassome provision for using damage types appropriate to your deity, for all alignments, where appropriate. Like...

    Encounter Powers as Daily Powers

Does anyone have any thoughts on how well this would work out? It would make me really happy if I could have a character with more encounter powers but no daily powers. I hate per-day resources.

How to detain an Eladrin Rogue? ie, teleporting

How are you defining cold iron? I like the idea of having iron be bad for fey, but that part always trips me up.

How to detain an Eladrin Rogue? ie, teleporting

If you have an arcanist handy and don't mind spending 100 gp on components, the Magic Circle ritual is practically custom-made for this sort of thing. Draw a circle around the prisoner, specify "fey", and he's stuck there until a non-fey comes along and scuffs a hole in it.

    You gain an action point

Hey now, you're the one reading in words that aren't there. It says you must spend the action point. It's ten kinds of sensible to decide it really means you must spend the action point or else lose it, but that isn't what's there in the text.

I agree that that's most likely the intent.

It's not that we want it to be broken. We just prefer to be honest with ourselves about whether it is or not. ;)

    Scale Mail Armour Check?

Nope! Realism! Sometimes heavier, more-protective armor is less cumbersome and fatiguing to wear simply because of superior construction. Remember how masterwork armor in 3.5 had a lower check penalty? It's the same principle. Some types of armor are just plain better than other types...
