    You can get AC enhancement bonuses on non-armor clothing in 4e, so such a character will be equally viable whether or not shields can can get those bonuses too. He'll still be subpar to someone wearing armor, though, just not by an amount that increases with level.

    Half-orcs and half-elves are both kinda anemic. One GM I know gives them both the bonus skill point that humans get, so they're only giving up a feat in exchange for the racial stuff. It's not a perfect fix, but it has the advantage of being very quick and easy to apply.
