Glad to see this thread resurrected. I found lots of good advice for when I attended Gen Con last year, and some advice I am still using today with my job and other activities when I don't get enough sleep.

It varies. Sometimes the end of an adventure. Sometimes when they reach a major safe place. Sometimes when they reach a minor safe place if they are having a tough time with an adventure, and leveling up will increase their chances of survival.

When they first built the Astrodome, it rained inside it from condensation until they got the air circulation and temperature problems worked out.

Just use the T20 rules. T20 gives complete rules for building starships (and other vehicles), and has space combat rules that allow every member of the crew to contribute to the battle.

If you have K(L), you might already know a needed piece of information. So you don't have to go out and gather the information -- you already know it. Saves you time and money.

That was my guess as well. But in the text, where it discusses intoxication and levels of intoxication and resulting penalties/effects, it never mentions anything about a saving throw to avoid becoming intoxicated. That's why I'm wondering if I'm missing something somewhere.
