We love that! We've house ruled it into our 3.5 games also. It does a great job of allowing armor to provide decent DR, w/o making the wearer completely immune to low-damage weapons.

I really hope that armor provides some damage reduction or some other protective benefit besides AC. I can really see heavy armor becoming EVEN LESS worthwhile than it is under 3.5 unless they significantly enhance the protection it offers the individual.

Eladrin is fine. Warlord needs to go! Tactician? Soldier would be a good one if it fits the feel of the class abilities. Strikes me that a character oriented around enhancing the tactical abilities of his allies through this own combat expertise makes a good soldier candidate.
