About how many traps, hazards and terrain features are included in the DM book? Are the rules for creating traps included?

Does this mean a mithral breastplate doesn't hinder movement speed? I've been ruling that it doesn't, because the PHB states that medium and heavy armors reduce speed. But is this a quality of medium/heavy armor, or of the armors that are classified as medium/heavy?

How about licensing magic items? Maybe magic arms (I really see no need to license magic armor in a city that isn't run by despots) need to be license in order to be carried in the city. Note that with the advent of 3.5 you can split your full atack action over 2 rounds, so you can: Round 1: Feint, start FAA Round 2: make the FAA, then move (or feint again) This assumes you have improved feint, of course, and it's really only useful if you have more iterative attacks than sneak...
