not in the same round, no. in the next round you could but not in the same round. you essentially get a free chance to touch your target as part of the standard action used to cast the spell and you can't (usually) split up an action. you could take a 5 foot step if you wanted though.

I really think the term "grappled" is a misnomer, when in a grapple you are grappling not grappled, you have as much control of the situation as your opponent and are free to move within the grapple so you should be just as able to avoid a fireball. pinned is obviously different.

It might be overloading you on classes bit and I'm not 100% it works (I'm sure someone will let me know if I'm wrong) but Kensai seems like a good prestige class for a build like this...
