    Moon druid wildshape definitely appears very overpowered at least at low levels. The CR 1 beast you can turn into at lvl 2 is going to be dramatically more powerful than anyone else even ignoring the fact that it gives you a 30+ hp damage shield twice, rechargeable after only a short rest.

    Well the argument has evolved a lot since the original post, but I think the key question at the heart of everything is whether the Halfling naturally stealthy ability overrides the requirement that you can't become hidden against an enemy who can currently see you.

    Nothing indicates that the monk's extra attack is off hand, so it appears he gets his full stat bonus on it. However, the monk only gets a maximum of 3 attacks because flurry of blows is a bonus action and so it the extra attack.
