does the MM include PC race choices?

You mean monster, not monsters, I think. The minotaur took a huge hit, but the warforged from Dragon is a lot more powerful, and the gnoll is a bit more powerful (due to more options).

Knocking unconscious until end of encounter?

Actually, these can be very dangerous against abilities like these, because every extra failed save brings you closer to unconsciousness. A couple of Sacred Flames by your allies and you could unconscious in a single round.

Are NPCs supposed to be fragile?

Both the rules for NPCs and the rules for templates give their subjects X per level + Con score rather than X per (level +1) + Con score, but pregenerated material (in mods, etc.) reveals this to be in error. Give them level+1 like every other monster and you're good to go.

    Ruthless Ruffian, Anyone ?

I would think party mix would be a strong reason to choose one over the other. If you have no defender (or if your defender never does their job right), Ruthless Ruffian could be a lot more effective, with CA harder to achieve.

    You gain an action point

I do happen to think Mouseferatu's/CS's interpretation is the intention. So maybe you get a free AP in a battle. If you don't have any, that's great; if you do, you can save it for the next fight (or the fight after that, if you hit a milestone). And if you end up resting before you can use...

Line of Sight and Line of Effect

I don't see how. Every piece of evidence referring to LOS includes corners and edges as "blocking." This is true for both the text and the diagram on pp. 273-274. Every piece of evidence referring to cover omits corners and edges as "blocking." This is true for the reference to cover on P...

Targeting "closest enemy" with curses, powers

So you make yourself a pair of pinhold glasses, or just hold your hands up in front if your eyes so that the only opponent you can see is the boss. Quarry them, then take the blinders off.

    Critting with a Vorpal Weapon?

I prefer the vorpal falchion (w/ Gauntlets of Destruction, of course). Crit gets you +6d4+3d12, reroll 1's and explode 4's and 12's.

Line of Sight and Line of Effect

Simple: The rules for LOS/LOE and cover aren't quite the same. The former counts touches, the latter doesn't. This can be seen in the differential language for the two terms, if you read carefully. So in your first diagram, there is no cover (some lines touch obstacles but do not pass through...

    Masterwork Armors

It's basically flavored wrong. The text says stuff about dwarven/tiefling/whatever master smiths with cool forging techniques, but in reality, any ritualist with a few pounds of alchemical stuff that can be bought at any 5-and-dime can transform 50-gp steel plate armor unto godplate, or...

The highest-damage fighter power is level 3?!

As much as I agree that it's a balance issue, I have to agree with the OP. "Weapon:" indented under the "Hit:" line modifies that line. Same applies to "Attack:" and "Effect:" (see Silverstep for an example of the latter). Also se Giant's Wake for a "Weapon:" effect indented under a secondary...

    Critting with a Vorpal Weapon?

Yes. It says you can reroll any damage dice, for which the d12's qualify.

    Collected Core Handbook Errata

    P. 28, Retraining: It says that you can retrain heroic-tier feats into higher-tier feats, but it doesn't say the same about paragon-tier feats. The way it's written, an optimizing player would have to hold on to as many heroic-tier feats as possible to retrain them into epic-tier feats...

    Collected Core Handbook Errata

Probably not. Mearls ran a DDXP session where the PCs put his black dragon to sleep, and he didn't wake it up on the first hit.

    Combat Challenge / Superiority

You are correct. Fighters usually can't mark more than one enemy because their mark only lasts a round, but if they hit multiple enemies during a round, they can mark all of them. Try combining Combat Challenge with Viper's Strike. Two attacks, one of which is an OA.

    Core Handbook Errors Discussion

True, but it appears to be the only cleric power that uses Wis and a weapon. Clearly there was only a partial revision there.

    DnD on Ice

Only if you decide that the lava works like that. The books don't say that it does, and it would be pretty unbalanced to make it work like that.

add 1/2 level to ability checks? What? Why?

<shrug> It can be hand-waved. In the wizard's case, literally. I'd flavor it that he conjures up a Mage Hand to assist him.

D&D 4E 4e -- Is The World Made Of Cheese?

I ran a DDGD game yesterday where the players decided that the rogue was taking too long unlocking the iron manacles (which was a reasonable decision, considering the roof was collapsing) and started hacking at them with their weapons. I blinked; the module didn't have rules for this. I made a...

    Warforged: MM vs Dragon Magazine

I agree as well. This is a throwback to 2nd edition, where buying splatbooks allowed you to add power to your characters without mechanical cost. It's like a CCG: spend the cash, get the rares. I never really liked Dragon; the quality level was just too much lower than the books. But this...
