    Incorrect. See the FAQ here. Unless it's specifically called out (like Intense Spells from Evocation), Empower increases the static modifiers also.

    Oracles don't prepare spells at all; they're spontaneous casters, just like a sorcerer. They can cast any spell they know as long as they haven't used all their spells per day for the respective level.
