Because if you're half-something you're more likely to see the viewpoints from two different perspectives than someone who is "whole." This is advantageous when it comes to negotiation (as any good negotiator will tell you).

Someone who feels like an outcast in their society does not make them more diplomatic. If anything it will make them more introverted. People will seek acceptance from where they get it and if it is not their society then they will either turn away and seek out a group to find acceptance or will become more introverted. In my mind this does not make half elves more diplomatic!

I liked the idea that someone had in this thread that had the human killing the 1/2 elf and taking his stuff! In fact I'll probably do that in my games.
 

I'm guessing half-elves and half-orcs will be covered in 2009. The Race/Class book seems to suggest that barbarians and druids will be covered then, and the former - at least - is often associated with orcs/half-orcs.

Also, Eberron is covered in that year, and both half races - as I recall - have dragon marks specific to them. So unless those dragonmarks are suddenly moving to the tieflings and dragonborn in 4e, I cannot see those (half) races not being covered.

On the other hand, I can see half-orcs becoming the new orcs, and with the elves now divided into two, I can perhaps see the half-elf dragonmarks moving to elves while the elf dragonmarks are given to the eladrin.

That will actually be quite interesting. We now have at least two more races (dragonborn, tiefling) and arguably yet another elven race (eladrin). None of these have dragonmarks. We also are missing three races (gnomes, half-elves, half-orcs) that have dragonmarks. It will be interesting to see whether the number of dragonmark houses jump up to 15/16, or if the marks are suddenly assigned to new races. Or perhaps they will state that dragonborn, being part dragon, never have dragonmarks but instead something else, and tieflings, being aberrant part fiend / part human hybrids only have aberrant marks?

Eberron won't be altered to fit 4e, even the timeline will remain frozen in 998 CY.

Back to halves, I agree with Frostmarrow. I'd like to see stuff like:

Elf Blood
Requirements: human, 1st level only.
Benefits: You are treated as an elf for all effects related to race, You also gain +2 on Perception checks, and your age categories double.

Orc Blood
Requirements: human, 1st level only.
Benefits: You are treated as an orc for all effects related to race. You also gain +1 to melee attacks and damage rolls. You suffer -1 on Persuasion checks not related to intimidating.

It's what I do in all my homebrew campaigns. I steal the game mechanics and apply it to either another race, or a subrace. In my upcoming 4e campaign, I will be taking the half-elf stuff I like and applying it to a race of atlanteans (called theran in this world). If half-orcs end up (whenever they appear) having anything cool, I'll steal it for full blooded orcs, unless they already have cool stuff of their own.

I really like this idea. I can definitely see something like this... using feats or talents... to recreate the bloodlines presented in Unearthed Arcana (? think that's right ). Good call, I hope that's the direction 4e is taking on the sub-race / half-race issue at any rate.
