I guess that would work well as long as your players know that up front. Otherwise some players may get a little annoyed when they face their 30th encounter for the section and wonder why they still haven't levelled up yet.

It also works well for combat-heavy games such as WLD. In my game the advancement slowed down due to a slowing in combat, plot and in-game time. There was almost no plot advancement and a lot of the time was spent with the players interacting with each other. At the same time there were only 2 combats in 3 sessions. The 3 sessions occurred over about 1-2 days of game time.

It felt a little silly to level them up when only 2 days had passed in-game since their last level up and all they had basically done was talk amongst themselves.
