Does this character already have the ring, or is he contemplating buying one?

Because for 9,170 gp (as opposed to the ring's 8,500) he could buy a +1 animated heavy steel shield, gaining a +3 shield bonus from it instead of +2, and having no penalty to wielding two weapons at the same time. If he's worried about the armour check penalty, he can spend a bit extra to have it made from mithral.

While the GM is free to rule that going from "hold" to "wield" is a free action, it appears to me the game makes no distinction between drawing a weapon or in some other fashion wielding, so I don't, either.

In any case, a buckler is generally a more practical option, or an animated shield.
