That's not a bad point.But imperfect systems can intimidate a DM enough to not want to bother, or to try to make some that doesn't work and become frustrated and quit. In that regard, imperfect rules ARE the same as no rules because the net effect (a DM who cannot make a monster) is the same.
But I have an idea. Most of the complaints that I see about the monster creation rules in the 2014 DMG sure look to me like people didn't read them (or didn't remember what they read). Things like thinking the hit point values for the defensive CR are way too high, for example. Of course they are. Because they only apply at that CR if the AC is what the table says and there are no features that say to treat the AC as higher, which is usually not the case, and is designed to not be the case.
So maybe @dave2008 or I should start a "Let's Build a Monster" thread and show a simple example of using the system and getting the results it claims. (And let's be honest, I might never have the energy to get to it, so @dave2008, you're our best option here.)
