We're only 1/2 way through Paragon, but even with our only marginally optimized characters (most "OP" character is my Frostwarden), we utterly destroy pretty much anything we're thrown up against. I can't remember the last time most of us ended low on dailies.
It's a ways until we reach Epic, so I can't say how it'll go...
That's my experience as well. I'm hoping for some sort of "monster optimization board" where us DMs can get together and combine monsters (or create some) that do the same sort of thing in reverse.
I don't think its intentional with Wizards, but I do think the very heavy rules system of 4e (every new power is a new rule) can easily lead to Char-op power houses. It doesn't even take that much work to combine a few things and make something really powerful.
The jump I saw with paragon level PCs was really high. I haven't seen that sort of jump with the monsters. I've already had to house rule one ability (Hospitaler's Blessing) just to limit the amount of free healing a group could receive and ensure that bosses wouldn't be trivialized.
I'd say we've found the sweet spot for 4e and it's level 1 to 10. I'm not sure how to fix that.
