3.0 question about Mind Flayers

This might be stupid question, but the text in the Monster Manual(s) is confusing me. Assuming that you are not employing psionics as per the Psionics Handbook, but simply as a special type of spell-like ability, how many times per day can a Mind Flayer use its psionic abilities? What I’ve read in the Monster Manual seems to indicate that they can be used at will with no limit, while the Monster Manual II seems to indicate that psionics are a standard action, usable as many times per day as listed in the monster entry (which in the case of the Mind Flayer it does not specify).

Help! What am I missing here?

At will. If it doesn't specify a limit, it generally means as much as you want.
