D&D 3E/3.5 [3.5] Lightning bolt 4.th level spell?

Sorry if this has been asked before, but in Dungeon #100 p. 113
the Wizard Xam'Kras has a maximized lightning bolt memorized as a 7.th level spell?

He also has lightning bolt memorized as a 3rd level spell.

Since they have a maximized magic missile as a 4th level spell, maximize is still +3 levels.

Since Xam'kras doesn't have any metamagic feats that increase the level by 1, what you're almost certainly seeing is a wizard who chose to put a 6th level spell in a 7th level slot.

I don't have the adventure, but one tactic I similarly see in our gaming is when a wizard expects to go into combat: He takes every slot he has, and sticks a combat spell in it. If he doesn't have the metamagic feats to hit the level exactly, or doesn't have an offensive spell of a given level, he sticks it into a higher slot anyway!

There's something viscerally satisfying about a wizard loaded down with destructive magics before he knows a big battle's coming. :D
