D&D 3E/3.5 3.5 Soulknife - Does it need a power point reserve?

Being a race with a PP reserve makes them Psionic right? By being Psionic already they need no feat to give them the powerpoints to make them Psionic.

I'm not an expert on Psionics, and I haven't seen all of the materials, but it seems to me having power points is one of the requirements of being a Psionic character. Therefore, since the only feat I know of that MAKES you a Psionic Character is that Wild Talent feat, one needs that feat to be the psionic so as to be able to manifest the mindblade.

That's my interpretation from seeing the SRD only. I suppose I'm just rehashing the same thing, but I guess I just don't get why having the powerpoints is relevant to using the mindblade if they don't USE powerpoints.

The text quoted from the racial substitution levels specifically talks about pp and not about being "psionic" - that is why it is being used for my case.

I tend to go with preponderance of evidence when I can instead of single source or quotes.

2 different books use the same text that specifically talks about pp (and not merely being psionic). When combined with the text in the xPsi aobut whay they ned the feat it fits together.

Looking for a lack of evidence is not in the same ballpark for justification to me.

This becomes an issue when a soulknife has a different class (or racial ability) to use power points.

Can the mindblade be manifested if his powerpoint reserve is depleted?

That triggers the question: what does the soulknife need to manifest his mindblade? Does he:
a. need to be a psionic character.
b. need to have a powerpoint reserve (of 0 or more)
c. need to have powerpoints left (powerpoint reserve of 1 or more)
