Fair enough. But if all X's had the eldritch blast would that make the game setting more like the fake Wild West as portrayed in movies and videogames?
Societal factors, many and varied, play a much larger role in determining crime and disorder than the availability of weapons.

In a Western movie, not everybody has a gun. The bad guys are armed, and the good guy is armed, but the general townspeople are not. That's why the town gets oppressed by the villain and needs the man in the white hat to come to their rescue.

If everyone has eldritch blast then there's no reason to need a hero. As soon as some foolish villain rides in and starts making threats, the three nearest townspeople will melt his face off. People would be used to defending themselves against most dangers (which means that only a special reason could make them call in the PCs).

On the other hand, the people could become unused to physical combat. Any threat with SR or high touch AC might be cause for panic. Even low-level monks, for instance, could be seriously bad news. You can't be sure of hitting them with the blast, and if you miss the first shot, the monk is close enough to charge in and totally wreck your day.

A golem would practically be a weapon of mass destruction.
