If so, now he can activate a CL 15 scroll without making a caster level check. And with Arcane Mastery feat, he can activate CL 24 scroll safely.
When he uses a staff, he can use the stored spells with caster level 15!?

Granted Power: Use scrolls, wands, and other devices with spell completion or spell trigger activation as a wizard of one-half your cleric level (at least 1st level). For the purpose of using a scroll or other magic device, if you are also a wizard, actual wizard levels and these effective wizard levels stack.
And the official update for Complete Champion says,
Page 52 – Domain Granted Power -Benefit [Addition]
Add at the end of the section, “If the granted power is based upon cleric level, it becomes instead based upon your wizard level.”
