Doesn't the core tenant behind the rules of exception based design preclude the application of rules designed for one purpose to something else?
Going prone when knocked into hindering terrain is an exception for natural obstacles and doesn't apply to a spell unless the exception is specifically mentioned. Wall of fire needlessly confuses the topic due to the examples given, one could instead use 'freezing cloud'
