A dark creeper doesn’t enter combat unless it clearly has something to gain, in which case it uses dark step to move up to an enemy, gain combat advantage, and stab it.

Dark Step
You can use Dark Step as an encounter power

Dark Heritage
At character creation choose either +1 to damage with Daggers, OR +1 to damage with spells containing the keywords "cold", or "necrotic". If you choose the spell option you may use daggers as implements for any spells with the "implement" keyword.

Killing Dark
(when reduced to 0 hit points) Close burst 1; targets enemies; each target is blinded (save ends). When slain, a dark creeper explodes in a spout of darkness.

Dark Step Dark Creeper Racial Power
In a flurry of shadows the creeper is suddenly upon its quarry...

Killing Dark, while flavorful doesn't seem like much of an advantage to the player since it only happens when he dies... :) Is the dark creeper actually spewing a physical media that causes the darkness or is it more akin to a darkness spell? if the latter I'd be inclined to make it a zone where you're blind if you end your move in the zone and that it blocks all vision etc.

Dark Step seems significantly better than Fey Step. Bonus to AC, Attack and Damage is quite a boost.

Killing Dark is just for flavor. Per the MM thats what creepers do when they die, so I left it in. It didnt count towards "cool features" imho, just confirms they are a creeper when they die and go "pop"! B-)
As for your comparison to Fey Step, I hadnt thought of it that way, and perhaps I should... I looked at the Move * at-will power of the creeper in MM, made it Move * encounter instead, and said Voila. Maybe I should drop the AC bonus vs Opp Attacks?
