[4th]Minotaur(MM) Fighter + Maul = overkill?

Just because a race, power, feat, or class does something better than a PHB-counterpart doesn't make it overpowered. The minotaur's schtick is hitting really hard with weapons. The PHB classes meanwhile have their own advantages, up to and including teleportation. I've found this to be a huge thing in my games. Wizards use it to get out of jail for free, rogues can set up flanks you can't ever prevent, and fighters come to the rescue anywhere.
Or second wind as a minor action... with a sickeningly good paragon feat...
The MM races, with the exception of the warforged (which is OK), are (IMHO) categorically weaker than the PHB races.

In very specific circumstances, they can outshine the PHB races - but that's kind of the point - only in very specific circumstances.

A minotaur maul fighter might do more damage than a dragonborn equivalent (which I find to be the best comparison), but despite the lower con, the dragonborn will be harder to take down due to his better surges, and his mass-marking, minion-killing ability is very, very handy (esp. in conjunction with enlarged dragon breath). And, when he's bloodied, he simply hits more often than the minotaur.
