So I did some math on the once per round version and being able to use it till you get the damage bonus. IMO it feels about right given the other cover ignoring benefits of sharpshooter. On a level 5 fighter with sharpshooter, a longbow, precision, and 16 dex when compared to a level 5 fighter with 18 dex and a longbow and precision. At the most it does about 22% more damage. However, if used against a higher AC like 20 AC then it does about 18% less damage.
