Shortbow 26 -2 = 24 i mean...there are different sizes of armour with different weights etc. Bows, if anything, should be differentiated by draw weight and their stoutness rather than length. A mounted, muscled orc with a short tree in hand might shoot further and harder than a slender elf poking their head out from between the trees, at least if you only take physics into account.
