5th Level Wizard Has 2 Daily And 2 Encounter Powers

Just a theory, but Wizards probably get to know 2 Daily for every 1 Daily they can cast.

Or several encounter powers could lock each other down, like the cleric Channel Divinity powers. That would likely allow for more spells available but fewer useable per encounter. It would also make certain that you don't use the same encounter powers in each encounter.

It sounds like he's trying to conflate all the hassle of knowing many powers to the hassle of having to remember whether or not you've used a power. But I think the real important point here is that he's revealed a bit of information about how slowly classes accumulate new powers.

Attack powers at odd levels, utility powers at even. Not sure if that has been confirmed yet but there is a mountain of circumstantial evidence.

Hrm, I have to say, this is one of those 'exceptions' that are a tad annoying. The design philosophy of 4e was to move away from exceptions like this so as to avoid complication, was it not?

Personally, I'd have no problem with it being an unlimited at-will power any way.

I think the main concern might be that paladins will never use Second Wind because they can always lay hands on themselves as a minor action.

Agreed. Since healing surges are already limited, I see the limit on Lay on Hands as artifical and unnecessary. Shouldn't a power that can be used a certain number of times per day, by definition, be a daily power? Why make it at-will at all if you're going to put such a limit?
