You could make the wand about the size and width of a regular arrow, and just keep it in your quiver. After all, if you can draw your next arrow as a free action, why not the other thing in your quiver that's shaped exactly like an arrow?

Just make sure you don't shoot one extraordinary expensive arrow into the next Orcs belly. ;)

I usually keep my Wands on a string around the Neck. That way you can easily grab them, use them and let them go without dropping. One could argue however that this prevents you from using an amulet since Wands are magical items.
 

The cord on the end idea could work very well, look at Ashitaka in Princess Mononoke and how he fires his bow while holding onto his sword. It has a metal loop at the end which he holds onto with the hand drawing the arrow back so he can make melee attacks after firing.

I'd say a dex check, dc 8 - 10 would be fair.

No, no use of logic! Bad creativity!!

That's so logical you might be able to talk some GM's into it. Use an efficient quiver to, so you don't have to really worry about drawing the wrong "arrow".
