Tucker's Tactics
Daily. Martial, Fear, Stance, Weapon
Standard-Action
Ranged Weapon
Target: One creature
Attack: Dexterity vs. AC
Hit: 2[W] + Dexterity modifier damage, and the target takes a Charisma modifier penalty to saves against Fear (save ends).
Effect: You enter the stance of Tucker's Kobolds. As long as you remain in this stance, adjacent enemies take a -2 penalty to saves against Fear.
Kobold: If you are a kobold, the target also takes a Charisma modifier penalty to saves against Traps (save ends), and as long as you remain in the stance of Tucker's Kobolds, adjacent enemies also take a -2 penalty to saves against Traps.

Green Devil Face
Daily. Martial, Fear, Stance, Weapon
Standard Action
Ranged Weapon
Target: One creature
Attack: Dexterity vs. AC
Hit: 2[W] + Dexterity modifier damage, and the target gains vulnerable 5 + your Charisma modifier to Psychic damage (save ends).
Effect: You enter the stance of the Green Devil Face. As long as you remain in this stance, adjacent enemies have vulnerable 5 to Psychic damage.
Tiefling: If you are a Tiefling, you gain resist 10 Psychic damage as long as you remain in the stance of the Green Devil Face.

Saving throw penalties should never be based on an ability score. Unfortunately due to the fact that save penalties stack in general, I'd also just avoid ever using the mechanic on anything. :(

I like the concepts and flavor of the powers, at any rate. Not really sure what classes they match up to, though. Maybe some sort of Psyblade type class.

Hit: 2[W] + Strength modifier damage, and the target takes a -2 penalty to attacks (save ends).
Effect: You enter the stance of the White Plume Mountain. As long as you remain in this stance, adjacent enemies take a -2 penalty to attacks.

Wave Strike
Encounter. Martial, Weapon
Standard-Action
Close burst 1
Target: Each creature in burst.
Attack: Strength vs. AC
Hit: 1[W] + Strength modifier damage, and you may slide the target one square.
Pole-Arm: If you are wielding a pole-arm, this attack is Close burst 2.
White Plume Mountain Stance: If you are in the stance of the White Plume Mountain, then each creature in burst is weakened.

Whelm Strike
Encounter. Martial, Weapon
Standard-Action
Close blast 2
Target: Each creature in burst.
Attack: Strength vs. AC
Hit: 1[W] + Strength modifier damage, and the area in burst becomes difficult terrain until the end of encounter.
Hammer: If you are wielding a hammer, this attack is Close blast 3.
White Plume Mountain Stance: If you are in the stance of the White Plume Mountain, then each creature in blast is knocked prone.

Blackrazor Strike
Encounter. Martial, Weapon
Standard-Action
Melee Weapon
Target: Two creatures.
Attack: Strength vs. AC
Hit: 2[W] + Strength modifier damage, and you may push the target one square.
Heavy Blade: If you are wielding a heavy blade, this attack targets three creatures instead of two.
White Plume Mountain Stance: If you are in the stance of the White Plume Mountain, the target is dazed (save ends).
