A duo of non-related questions

As a fair warning, these two questions may very well have been answered before, possibly even in the WotC FAQ. In my defense, I did look at the FAQs before posting. :)

1. Permanency and Protection from Arrows: The PHB says that this is a valid combo. But Protection from Arrows only absorbs so much damage before it dissipates. Does casting this permanently mean that the spell gets an unlimited damage cap, or is it still limited to 10 points/level? If the latter, this seems like sort of a waste of permanency to me.

2. Nondescript Box: This item is in the splatbook Song and Silence. The description of the item says that it acts as a normal box (ie, no magical hiding properties) if the contents are removed. I can interpret this two ways; that the box's magical properties don't function when there is nothing in the box, but will reactivate when filled, or that once something has been placed in the box, the box becomes permanently nonmagical if the contents are removed. The first interpretation seems more logical to me, as the second option makes the box a fairly expensive one-shot item with limited usefulness.

I rule constant protection. A fellow DM rules that such a thing would need to be activated as a standard action, it would run its duration or expire after absorbing max damage, then fall, but could be activated again later on.
 

I seem to recall a mechanic that said you got the listed protection per day. So you could run out in one day, but it would be back the next. Too lazy to look it up in the FAQ....
