You need to provide more specifics because there are a lot of modifiers that could apply, not the least of which is that the halfling might not even be able to use the weapon. In general, though, it's a cumulative -2 penalty and the effort it takes to wield the weapon gets harder (light->one-handed->two-handed).

What I mean is, are there any reqierments for using weapons? Otherwise a halfling could weild a greatsword, and only take size and strength penalties.
 

A halfling can use a Small greatsword (sized for a Small character) without penalty; assuming the halfling is proficient with greatswords, of course. A halfling cannot even use a Medium or larger greatsword with special feats or class abilities because that would make it require more effort than using two-hands and that simply is not possible. A halfling could use a Medium longsword, however, but as a two-handed weapon and with a -2 penalty due to size. A halfling could use a Large dagger, as well, but as a two-handed weapon and a -4 penalty due to size. A halfling could not use a Tiny dagger, though, because that would make it take less effort than a light weapon.
 

K. But still, you can pick up a greatsword of that relative size to a halfling. Say nothing else is availiable, What kinda penalty would he take?

It doesn't get much more explicit than "can't wield the weapon at all".

Or you could treat it as an improvised weapon.

To determine the size category and appropriate damage for an improvised weapon, compare its relative size and damage potential to the weapon list to find a reasonable match.

So, I'd say that the most reasonable match on the weapon list for a medium greatsword used as an improvised weapon is... a medium greatsword.

So the halfling would take a -4 non-proficiency penalty for using an improvised weapon. He'd take a -2 penalty for using a weapon one size larger than him. The critical would drop from 19-20/x2 to 20/x2 as an improvised weapon. And since it's being treated as a two-handed medium weapon and he's small, he can't wield the weapon at all.
