A modern generic rules light game?

Kind of strange that you ask for a specific kind of system, then rule out some of the best. Savage Worlds and True2O both rock.

I can't read minds, but maybe the reason is that he knows this system, and for one reason or the other, none of them worked for him. So he needs other options.

Off course, it is possible that there are none.

I always thought that Shadowruns base system was pretty easy to use for modern games, and is also pretty rules-light, once you don't use magic, rigging, cyberware and hacking.
(Off course, there is the thing with paying for rules that you don't use, but, well, nothing is perfect.)

Oh, and it has the advantage that even non-roleplayers typically own some d6. ;)

Advancement is a little slow, though. You might want to reduce attribute and skill levels for starting characters further then RAW suggests.

What didn't you like about True20 and Savage Worlds? I'm not going to try selling either one of them to you, by the way :) - just curious, and it might enable people to give more useful suggestions and informed advice.

Already got what you don't like about d20 Modern, and incidentally I'd agree, pretty much, but I don't see a whole lot of similarity between that and the two mentioned again here. GURPS, well that'd be too 'rules-heavy', right? Crunchy, that kind of thing. Or two wide open perhaps, being point-buy based?
 

Well, since I can't give you my favorite "game that must not be mentioned," I'll just suggest using the core D&D game with modern equipment from the DMG. You can use the non-magic classes from the PHB and/or the aristocrat, warrior, commoner & expert from the DMG. I think it would work great, and there are tons of resources you can easily crib.
