A New Version of Toughness - More Worthwhile?

P.S. For Hit Die, I've blatantly stolen the Iron Heroes style. 1d12 becomes 1d4+8 (+ Con mod), 1d10 becomes 1d4+6, 1d8 becomes 1d4+4, 1d6 becomes 1d4+2 and 1d4 stays 1d4. It raises the minimum and average hp (for most classes) without raising the maximum. The only down side (so far) has been that d12s get rolled even less frequently than previously.

I give PCs half their hit die rounded up, without a roll. So a fighter gets 6hp per level, a rogue 4hp, and a wizard 3hp.
 

Is it just me, or are we all missing something? It seems to me that Toughness as written is a NPC feat, not a PC feat. Consider that a 3rd level BBEG mage with CON 14 will typically have only 15 HP, but making him human and taking Toughness three times will give him 24 HP - rather tougher, don't you think? A PC mage, thinking to the longer term, will take other feats, but the DM expects his BBEG to die.
 


I was thinking that at any level you take toughness you also get max hp per hd ...

if a PC took a level of barbarian at 9th level and took toughness as their bonus feat they'd get 12 +3 +con bonus in hp.
