WOIN A question about Psionics and Venetian "Tilt"

Hello again, Drekin is BACK!

So this time it's about psionics. On the WOINRPG webpage it seems that Psionic exploits "scale" with PSI attribute score and in the v1.2 N.E.W. Rulebook they "scale" with Power Points (PP). What is the correct/intended function?

Next question: In The Holds of Vendalyr on p. 25 there are exploits called "TIlts". Each of them have 3 effects/components. The text describes a Tilt as needing to be "charged" to be used but the effects make it seem like you only need to "charge" to use the middle (defensive) effect. Are parts of the "Tilt" active without "charging"?

One of my players found this:
Boosting. Psionic exploits are often more powerful the greater your PSI score. Many powers indicate that numerical elements such as range or damage are dependent upon the PSI score.

And all the exploits say PSI, like this:
Precognition (requires PSI 4). Your natural precognition gives you a +1d6 per 4 PSI bonus to INITIATIVE checks as well as checks to access the ambush turn.

Charging the Tilt, as an action or a reaction, costs the Venetian 1 point directly from the character's PSI attribute score for each round the Venetian chooses to maintain the Tilt. Base ability, Offensive ability, and Defensive ability are all active and offers the listed effects so long as 1 PSI point is spent.

I never considered increases to a Tilt's effects based on additional PSI points spent because spending PSI points decreases PSI dice pool and overall Psionic Points (PP.) Though, for those who might try those increases to effect, I'd likely limit the spending of PSI points to the character's WIL dice pool (2d6 would be 2 PSI points per round; 3d6, 3 PSI/round; etc.)
