Level Up (A5E) A Question on Passive Skills

I reported this as a potential bug a few days ago, but I have no patience so I'm asking here.

If you have an expertise die in a skill like Perception or Insight, you get a +3 bonus as a passive skill. Does this count if you have the bonus due to a skill specialization? Or is it only if you have the expertise die in the entire skill?

I decided to convert one of my characters for fun (not that I'm expecting the DM to switch to LU) and she ended up with a skill specialization in Insight (sensing motives). Her Wisdom is 11, her proficiency bonus is +3. Would her passive Insight be 13 or 16?

I'm no expert, but I think it would be 13 (16 while sensing motives).

For passive skills, it says to use the most common stat and gives an example of Wisdom (Perception). I have to assume that also means Wisdom (Insight) and Dexterity (Stealth).
