We ruled it to a +4 race and it's from 1st and 2nd edition. We were kinda expectin git in MM2 but too bad it didn't show. I got it from the Creature Catalogue where Grazzt converted it to 3rd standards.

(It's more powerfull then +4 but no HD and such sucks, but the permanent haste is NOT dispellable and it's inherent so it DOES NOT GO AWAY IN A DEAD OR ANTI MAGIC FIELD, the (su) is merely done by the convertor to prevent (ex) abuse by polymorph people. The speed, skills, feats and racials are awsome)
I'm currently playing the Character on the IC forum here in a PbP campaign set in a world after the 3rd IR (Gnomish Industrial Revolution) if you ever heard of read about it) and it's cool we're just seeing the first action at the moment but it's a cool char and kinda the ultimate survivor and burglar. Needs no food, air, water, huge AC, deflection and displacement and so on. I just focussed on utility and skills to be off use in a high tech age there.
I was planning to pick up some good daggers (like 1 dagger of deeper darkness and 1 dagger of chains of vengeance (on hit cast) CoV are from Book of Eldritch might, makes the target helpless when hit if it didn't succeed at ref save DC 33 so that's the plan) later on in the adventure when we hit Epic and have the cash for it. The CoV daggers costs almost 400k.
But I think it's a cool char

And a great burglar and hacker.
[Note such high speeds are not doubled by boots of striding and spring as per the sage rulings. But they are by spells are expeditious retreat and stuff. Btw if you wanna have fun go calculate the speed of the thing with retreat cast on it and the run feat. ANd not even starting about how far it can jump. And no jump restriction from Ninja and it's alot of fun
