I read it as "at the same time". Hence the phrasing: "at the same time", which I think does an admirable job of conveying that meaning.

So, for the purpose of the rules, a single transcendent Highlander-like moment occurs when Krusk gains a level, during which he simultaneously gains skills, feats and class features and already has them? I don't like it. This isn't quantum physics here. Assuming things to happen "at the same time" in 3e tends to end in tears.
