I think that artifacts should be the only magical items that can enhance an ability score.

Crutches are tools. I don't understand the negative implication. Thor himself had a belt and gauntlets that made him much stronger, so there is a long tradition of such items. Magic spells and charms that make the user smarter, stronger, faster, etc, are among the coolest that I can imagine. Most people have no use or desire for a magic sword, but a peice of jewelry that makes you smarter? THAT's something that can be very useful for anyone.
