ability modifier to skill points q.

I'm creating a 13th level character and in doing so I'm taking her through the skill/feat/etc... acquisition process level by level. To start her INT is 13 so she has a +1 to the number of skill points gained per level. At 4th level her INT increses to 14 giving her a +2 to the number of skill points gained per level. My question is this: Would she gain the +2 bonus upon reaching 4th level, simulteaneously with the raising of her INT, or would it kick in at 5th level?
