If someone does some power that heals me and makes me use a healing surge, do I actually
subtract one from my daily allocation? And if I ran out of healing surges for that day,
nobody can heal me anymore, even with a potion?

Yes, if you drink a healing potion or are affected by a power that allows you to spend a healing surge (such as a cleric's healing word) you deduct one healing surge from your daily amount and if you have no healing surges left, you do not gain any benefit from the potion or the power.

However, there are powers that do not require you to spend a healing surge, such as a cleric's cure light wounds or a paladin's lay on hands. You can benefit from such powers even if you have no healing surges remaining.
 

One exception: If you are dying, and you are out of surges, then if you get healed you are healed up to 1hp.

Healing surges represent the maximum amount of healing you can receive before you need to take an extended rest.
 

There are a handful of powers that heal without costing you healing surge.

As mentionned, the cleric has a line of Cure [x] Wounds that don't cost any healing surge. CUre light wound isn't much, IMO, but the others are very nifty.

But there is also the paladin's lay on hand (it costs him healing surge, not you)

Also, several powers heal yourself or others for a set amount of HP instead of a surge. Bastion of Hope, for example.
