yeah thats the kink I'm trying to work out - as I said I'm thinking about it, its nowhere near ready to implement....

GURPS 3/e did that. Armor had both PD (passive defense) that increased the chance that a blow would miss & DR (damage resistance) that subtracted from damage. It never seemed too complicated at the time.

Of course, I was into lots-of-rules then. Plus, they eliminated PD in 4/e, so that that for what it's worth.
