Really, can't imagine? There are Rogue powers that give CA, so depending on the level, you could get your bonus damage pretty often. Plus, sly flourish has a lot of static damage, and the Rogue's legendary accuracy. Sure, against a Ranger he is toast, but against a . . .Fighter?

There's also a feat that allows a rogue to do sneak attack damage without needing combat advantage if he's using a rapier and the only attacker adjacent to his enemy (aka perfect for duels)

However I have to chime in with the others, due to the different math 4e uses for PCs and NPCs, PvP is not recommended in 4ed
 

I had my Artful Dodger go up against the party Fighter in a tournament in one game. She won. Had to use little-used tricks like the in-combat Bluff feint to keep up the CA, making it an entertaining fight. ^.^

Hmm, I dunno. I guess in my experience, the rogue's squishiness is enough of a factor that even though he can deal lots of damage, the Fighter has enough on his side (HP, abilities that can heal, his own ways to get combat advantage, etc.) that even though the rogue may often get his bonus damage, the fighter's still got his own schtick to keep him going.
 

Oh, sure. I guess I just don't see it as a foregone conclusion. I'd say defenders are at a disadvantage because a major class feature is useless, but at an advantage because they usually have a lot of toughness. The weakest opponents could be Controllers. . .but some of those guys are pretty wiley, and getting hit with sleep round one and killed by a falling piano is an ignoble way to die.
