I notice that usually Elite Solo and Brute rated monsters have Action Points.
In fact some of them have 2 Action Points.
The rule in the Players Handbook on page 259:
Action Points
Your character starts with 1 action point. No more
than once per encounter, you can spend an action
point to take an extra action (see page 286), use certain
feats, or use paragon path powers.
So does that rule about only using 1 per encounter apply to the monsters? Or is there another rule concerning them in either the DMG or MM?
