There are rules on torture in the BVD, but nothing on one of its logical conclusions: brainwashing/corruption.

I don't think torture does either of those things IRL, more the reverse - GETTING people to torture other people is a good way to desensitise them and get them to commit worse crimes. Even threatening them with pain in order to get them to hurt other people doesn't seem to work nearly as well as rewards, or peer group pressure. Hurting people per se can get them to say what you want them to say while they're in your power, but doesn't brainwash or corrupt them.
Of course it may be this is a fantasy trope you want, even if it has no real-life basis.

How do you think bullies are created? They are tortured/bullied and they in turn do it to others. Also having someone come in and play the part of the savior offering comfort and consolation while at the same time twisting an evil life style around to sound rather nice to someone broken down by pain and suffering works rather well (some gang initiation and forced military recruitment in undeveloped countries do this)

In-group/out-group delineations of the sacred and the profane (religiously/anthropologically speaking) play a key role in this.

I mean, the point being, evil is banal. Evil is what you do when you're three years old and pulling the legs off of ants. It's what you do when you buy a D&D book instead of donating to a charity. It's a common experience. Evil DOESN'T necessarily look different from running any other business or doing any other deed.

Alternately, all that is Neutral, and the only real "evil" is cartoony heroic fantasy mega-evil where our lasers are different colors. "Oh, you can tell this is an evil orphanage because the children pray to Satan to burn their enemies rather than praying to The Light to save them or whatever."

Uh, no, it's much more complicated than that. Plenty of bullies were never bullied; victims of bullying don't necessarily feel any desire to do it to others. An atmosphere of violence can be desensitising though, it's more about inculcated and innate empathy, or the lack of it.

Gang and fraternity initiation rites, harsh military training, and other 'crucibles' do create group loyalty, but 'prove yourself worthy to join the group' dynamics are different from bullying.
